Dek Hockey Kirkland League Rules 3v3

1) DIMENSIONS OF THE SURFACE:

The rink at Excellent Ice Kirkland is approximately 100 feet long by 50 feet wide and is surrounded by boards with rounded corners.

2) # Of players on the surface:

At regular strength, teams will be playing 3 v 3, excluding the goaltender. In total this makes for a game of 3: Players and a Goaltender vs 3 Players and a Goaltender at all times of even regular strength play.

3) STICK:

Any composite stick is acceptable; however, wood sticks are not allowed on the surface as per Excellent-Ice Kirkland rules. Conversely, a ref, league official or an Excellent Ice employee, may at any time declare a stick illegal or dangerous.

4) SHOES:

Appropriate running shoes must be worn by all players. Players may not wear stubs except for goalkeepers. (Rain shoes are recommended)

5) GOALKEEPER’S EQUIPMENT:

The goalkeeper must wear all the prescribed equipment of a hockey goalie. (I.E Pads, Blocker, Glove, Pants, Jock, Chest Protector, Goalie stick, Throat Guard, etc.)

6) PLAYER EQUIPMENT:

All players must wear a jersey with a number that can identify them, a color that is the same as that of their teammates, exceptions will be made according to the discretion of the referees. No duplicate numbers, regardless, will be accepted. Players must wear a helmet, shin pads (hockey or ball hockey), gloves (hockey, ball hockey, lacrosse),helmet, shin pads and shoes. *17 and under helmet with a cage is required.

7) COMPOSITION OF A TEAM:

A team must present a roster of up to 10 players + goaltender for the season. A minimum of 3 players + goaltender is required to start a game. Each team must appoint a captain whom will be permitted to speak to the officials, so as long as the officials feel the captain is respectful towards them.

 8) ALIGNMENT & SUBSTITUTE PLAYERS:

Team must respect the rank cap of the league and # of season games played for playoff eligibility, and for substitutes during a game.

Minimum number of games:

10 -game season players 5 games | goalies 1 game

GOALIES: If you have the most games played for a team, you are deemed their goalie for the playoffs. If a team is stuck without a qualified goalie for the playoffs, captains may agree to a solution and present it to the league so that a game may take place.

9) INJURED PLAYER(S):

The referee can stop the game at any me for an injured player. Generally, the referee will let the game go until the injured player’s team controls the ball. In the case of an injury which appears serious the referee must stop the game. The ball will be put back into play by the injured player’s team. If a goalkeeper is injured, a maximum of 3 minutes is allowed to recover and return to his goal. If he is unable to return, the team must play with 4 players.

10) INJURIES, ABUSES 

Premium Hockey group take respect, fair play and discipline seriously, We will always hold ourselves, our players and officials to high standards. We have appointed an independent party to handle league discipline and we will uphold all of their judgements. That being said, we will always be respectful to you, and we expect the same. Failure to do so will result in the following consequences:

LACK OF RESPECT: Any player who is disrespectful in to a referee, league official or scorekeeper may be penalized or ejected from a game. Additional discipline may follow and is not limited to a suspension. A lack of respect is not limited to verbal communications, it may include gestures, signals etc. The league will use in judgement in these cases.

11) THREATS, ABUSE ETC:

Hockey is a sport, and we are playing games for fun. No one should ever be threatened or feel threatened. We have a zero-tolerance policy, a threat to a player, scorekeeper or official will result in immediate expulsion from the game and termination of the offenders season.

Any physical confrontation with a league official or referee could result in the following:

-An immediate ejection of the guilty party.

-An end to the game, with a result being declared in favor of the non-offending team.

-Police will be called and charges will be pressed.

-A lifetime ban of the guilty party.

-A 200$ fine to be paid by the offending team.

-A 5-point deduction in the standings.

The above is a list of the minimum consequences, not the maximum. The Dek Hockey Kirkland group reserves the right to dole out additional consequences should it deem necessary.

12) Scorekeepers:

The scorekeeper is responsible for the time and signals the end of each period and the game. If there is a dispute over time, it should be referred to the referee and the referee will make a final decision. Before the start of the game, the scorekeeper will check to see if the team alignment is consistent with the registered ranking and to make sure teams respect the rankings cap. No game can start with a team over the cap and the captain of the offending team (s) will decide whom they will remove from their team for the game in order to comply with the cap. Only ranked players apply to the cap.

13) PENALTIES:

Penalties must be classified as follows:

MINOR: 1 minute

DOUBLE MINOR: 2 minutes

MAJOR: 3 minutes + player is ejected

MISCONDUCT: Player is ejected

Misconduct and Major penalties are subject to automatic 1 game suspensions which cannot be appealed or reconsidered.

14) MINOR PENALTY:

PENALTY: Any minor penalty generates a numerical advantage of one minute of 3 vs 2 for the non-offending team.

DELAYED PENALTY: If a second penalty is called to the team that is already down a player, it will start when the first penalty ends. Always 3 vs. 2, never 3 vs. 1.

 15) MAJOR PENALTY:

Any player, receiving a major penalty in a game, is ejected from the game and receives a 3-minute penalty. This type of penalty is not canceled by a goal or goals and will run in full.

16) MISCONDUCT:

A penalty of misconduct can be imposed on any player or member of a team who uses excessive vulgar language towards a referee or in the event a referee feels the need to eject a player.

17) MATCH PENALTY AND SUSPENSION / EXPULSION OF THE GAME:

A major penalty of 3 minutes and an ejection from the GAME. A match penalty is imposed on any player or team member who:

-verbal threat the referee.

-throws an object towards a referee or a player.

-spits, jostles, strikes, pulls hair, bites or spits on a referee or opponent.

-participates in a fight.

-attempts to hurt an opponent by hitting him, either with his helmet, his foot, his fist, his elbow, his knee or any other object

-hits his opponent from behind or at the head.

Any player who receives a match penalty is automatically expelled from that game. Further discipline may ensue.

18) PENALTY SHOT(S):

A referee must follow these regulations for a penalty shot:

-the referee places the ball on the center half face-off point, and the designated player goes on the referee’s signal to start his descent and try to score on the opposing goalie. The player and the ball must constantly be moving in the direction of the opposing goal line.

-the goalie must remain in his crease until the player touches the ball. The goalie may attempt to stop the ball in any way, except by throwing his stick or any other object. In case of violation of this regulation, the attempt can be retaken, or the goal granted.

-after an infraction, any player of the opposing team who was on the surface can take the penalty shot.

-If a penalty shot is awarded and the goalie was previously pulled from his net in for an extra player, a goal will be awarded to the defending team instead of a penalty shot.

-during the penalty shot, the players of both teams must remain close to their respective benches, on the other side of the half. No player of the opposing team may interfere in any way with the player making the penalty shot. Silence is required.

-after a penalty shot, the team against whom the penalty shot was against will restart the game at the back of the goal line of its territory in the event of a save. If a goal was scored, then play will resume with a center ice face-off.

-the time required to perform the penalty shot is included within the regular time of a game. If the offence is delayed and the clock runs out before the penalty is called, the shot must be taken anyway.

 19) PENALTY TO THE GOALIE:

-If the goalie deserves a penalty that leads to an automatic ejection of the game, he can be replaced in accordance with the rules by a player from his team, or his team may finish the game with 4 players.

-To freeze the ball, the goalkeeper must have a piece of equipment in the area reserved for the goalkeeper. According to the referee’s judgment, for a first offence he may either give the ball to the opposing team or give a minor penalty if the referee judges that the keeper has prevented an opposing player from taking possession of the ball. A second offence will automatically result in a minor penalty to the goalie.

20) CALLING A PENALTY:

-The referee shall immediately whistle and indicate the penalty, if a player of the team in possession of the ball commits a breach of a regulation. The resumption of the game will be made by the non-offending team, behind the half line.

Note: If the referee stops the game for technical reasons, the next resumption will take place at the place provided for in the rules following the whistle.

21) BALL WHICH HITS A REFEREE:

-The game shall not be stopped when the ball touches a referee, regardless of the location on the playing surface, unless the ball deflects directly into the goal or outside the playing surface. When the ball strikes a part of the body of the referee and enters directly into the goal, the goal will not be granted. The placing will be carried out near the goal in the same area.

22) BALL OUT OF SIGHT OR ILLEGAL TOUCH:

-If there is a crowd or a player accidentally falls on the ball, causing the referee to lose sight of the ball, the game must be stopped immediately. When the ball touches the wires or the lights, the play must be stopped immediately. The referee gives the ball to the team that has not touched the ball last. If, at any time when the game is progressing, another ball appears on the surface, the game must be stopped.

23) START OF A PERIOD AND MATCH:

-The game begins at the scheduled time, by the initial play at the center circle of the playing surface. The game must be resumed after each goal by a face-off in the centre of the surface. Play shall be resumed after each goalie stoppage, behind the net. At the scheduled starting time of the game (indicated on the schedule), if a team does not have the required number of players to start the game, the referee will have to apply the following:

DELAY OF GAME: If the team is not ready or does not have enough players to start the game at the scheduled time, the time clock will start and a minor penalty for delaying the game will be awarded. After 5 minutes on the clock, a goal will be awarded to the defending team, after 10 minutes, a second goal will be awarded, and the end of the first period the offending team will be awarded a 3-0 Forfeit loss.

FINES:

$50 fee to the team that cancels a game less than 48 hours before the game time. (First offense = warning)

The other team will receive a 1-hour free rental. (Special rules apply)

Schedule change:

A change of schedule will not be considered if it is not given with a reasonable notice of 3 days before the game time, we will do our best to accommodate such changes.

24) CLOSING YOUR HAND ON THE BALL:

-The game will be stopped immediately, and a minor penalty will be imposed on any player except the goalie, who closes their hand on the ball while it is on the surface. Doing so in the goal crease will result in a penalty shot for non-guilty team.

25) FACE-OFFS:

-During a face-off, the ball must touch the surface before a player can come in contact with it. Players who perform the face-off must face the end of the surface on the side of the opposing territory. They are spaced about a stick length and present the entire blade on the surface. Their blades must completely clear the space where the ball is to be played. All other players must be located at least 6 feet from the location of the two players placing or outside the pitch Round at the center of the surface. Should this procedure be violated, the referee will resume play and ask the center player who caused the violation to be replaced by a teammate on the surface.

26) RESUMPTION OF THE GAME:

-There will be a face-off at the beginning of each period, after a goal or a confusion of the r

referee. The game always resumes behind the net when the goalkeeper freezes the ball.

-The game must never be picked up by the offensive team behind the opposing goal line.

A delay of 3 seconds and a difference of 6 feet are granted after the resumption of the game. After 3 seconds the opposing player can pressure the ball carrier. The player with the ball during the re-start may make a pass or advance with the ball after the referee’s signal.

-If the player starts the game before the referee’s whistle, there will be a change of possession.

In the event that the ball is taken out of the surface, play will be resumed at the point from which the ball was released.

27) HAND PASS

Passing with the hand is forbidden for all players and goalies outside of their half. A player may, however, push the ball with the open hand provided that it is he himself who recovers it.

28) A GOAL WITH THE FOOT OR OTHER PART OF THE BODY:

-When an offensive player deliberately directs the ball with his foot or any other part of the body towards the net, the goal will automatically be refused.

29) ELEVATED TEMPERATURES:

-It is up to the organizers of Dek Hockey Kirkland to decide whether to play a game or postpone because of the risky weather. Once the game has started, only those responsible have the authority to stop or cancel a game. The games can be played in the rain. Despite this, the organizers are not responsible for the injuries sustained, even if the conditions are not ideal. It is the responsibility of the players to be sufficiently protected. Strong rains, an accumulation of water on the surface, a storm or a snow shower are factors that may be sufficient to stop a match.

30) TIME OUTS:

A time out of 30 seconds per team per game is allocated at any point during the game, however in weather of 30 degrees or more Celsius, goalies will be allowed an extra timeout of 30 seconds if needed.

 31) DURATION OF GAMES:

-The length of a game is 3 periods of 15 minutes running time, a 3-minute warmup will take place before games and a 1-minute break is given before the start of all periods. Teams will switch sides after each period. In the event of a tie game, a 3-man shootout will take place, with sudden death to take place in the event of a tie.

32) HIGH STICKS:

-All players must have full control of their stick at all times.

-Contact with the ball when the stick is higher than the shoulder height results in a minor high sticking penalty (1 min).

-A high stick that causes a wound such as a cut, bleeding, a lost tooth, an apparent bruise, etc. Will result in a penalty of 2 minutes.

-A goal scored with a point of contact higher than the cross bar will be denied and a penalty will be called if the contact was higher than the shoulders.

-If there is contact at the head of the opponent or a referee, whether the action is voluntary or not, the referee must immediately award a penalty. A goal scored with a stick raised by the defensive team will be awarded.

33) ADJUSTING A PIECE OF EQUIPMENT

-A minor penalty for delaying the game is imposed on any player or goalie who delays the game in order to adjust a piece of equipment or to change his stick to the players’ bench without the permission of the referee. It is the responsibility of the player to keep the pieces of equipment in good condition remains that of the player and the goalie. If an adjustment is required, the player must leave the surface and the play will continue without interruption using a different player. A goalie may not deliberately delay the game by adjusting a piece of equipment during a stoppage of play. Violation of this rule by a goalie results in a minor penalty.

34) MISCONDUCT:

-Every member of a team is responsible for the proper conduct of each of his teammates. They must take all necessary measures to prevent any disorder or violence of the members of their team, before, during and after a game, on or off the surface. The whole team is responsible for serious behavior (ex. punch, blow to the head, etc.).

-A minor penalty for unsportsmanlike conduct shall be imposed on a player who:

– uses abusive, obscene or degrading language on the surface and is not addressed to a particular person.

-shows a lack of respect towards an official

A penalty of misconduct will be given to any member of a team who:

-uses language that is: abusive, obscene or degrading against the scorekeeper, referee, opponent or any member of the organization.

-does not go directly to the penalty box.

-does not respect the area reserved for referees.

-persists to discredit or disrespect the referee.

-places or intentionally propels the ball out of the reach of a referee who is going to retrieve it. -throws the ball voluntarily outside the surface due to a counted goal or a decision of the referees.

-launches an object on the surface whether the game is in progress or not.

-ships a piece of equipment from the opposing player to the outside.

-intentionally breaks his stick on the surface.

-persists to conduct themselves in a negative manner so as to cause an opponent to receive a penalty.

 35) BALL OUTSIDE THE GAME SURFACE:

-A ball is considered outside the surface if it leaves the playing surface or if it strikes anything other than the strip or net above the surface. The poles or contours of players’ boxes or the marker are not considered to be outside the surface. The ball is given to the opposing team at the place indicated by the referee. A penalty for delaying the match may be called in the event that a player (or goalkeeper) voluntarily sends the ball out of the playing area.

36) BROKEN OR DROPPED STICK:

-A player who does not have a stick may still continue to participate in the game. A player who has broken his stick may continue to play on the game, provided he immediately drops all parts of his stick, otherwise one a penalty for illegal equipment will be awarded.

Note: No penalty will be awarded if he goes directly to his bench without participating in any way in the current game.

-A player whose stick is broken can only receive another stick directly from his bench or a teammate who gives him his stick.

-A player can hand over the stick to his goalkeeper who has dropped it, only hand-to-hand; any other way of proceeding will earn him a minor penalty for playing with an illegal or illegally obtained stick. The player can then have two stick in his hands for a moment to hand him it to the goalie provided he does not get involved in the game during this me.

No player or goalie may receive a stick that has been thrown from any part of the playing surface, players’ bench or penalty box otherwise a minor penalty for illegal equipment will be awarded.

A goalie may continue the game with a broken stick until the game is stopped or until another stick is legally given. When the game is stopped, it is up to a player to do what is necessary to provide a new stick to the goalkeeper.

37) FREEZING THE BALL

-When the ball remains outside the net on one of the goals and is unplayable or frozen between some opposing players, intentionally or not, the referee must stop the game. The opposing team takes possession of the ball in the nearest designated area. If the stoppage of play has been caused by an offensive player, the other team takes possession of the ball in offensive territory in the designated area.

-If the referee loses the ball of sight, he must whistle and stop the game. The ball will be taken by the non-offending team in the offensive zone.

-A minor penalty for delaying the game must be imposed on a goalkeeper who drops or deliberately shoots the ball outside of his goal in order to cause a stoppage of play.

-A minor penalty for delay of game is awarded to a goalie when he deliberately stops the ball in one way or another, thus causing an unnecessary stoppage of play. The official must clearly indicate to the goalkeeper to play the ball, otherwise he will give the penalty.

-If the ball were to come to rest on the top of the strip that surrounds the surface, it is considered in play and can be played legally with the hand.

 38) LAUNCHING THE STICK:

-Any player or goalkeeper who throws his stick or other object in the direction of the ball will be penalized in the following manner:

-If in the defensive zone, a penalty shot will be awarded. The team captain shall designate a player who is on the surface to take the shot.

Note: If a player is headed to the opposing goal and no player or goalkeeper is in front of the goal and an object is thrown towards him (whether reached or not), the goal will be awarded (if the shot is missed) to the player who was in possession of the ball (no other penalty will be awarded). Any player who deliberately throws a part of his stick or other object outside the surface will be awarded a game misconduct.

Note: If the player only has a portion of his stick broken on the edge of the strip or outside the surface (not launching), so as not to interfere with the game, no penalty will be imposed.

39) STEPPING ON THE BALL:

-Any player, with the exception of the goalie who intentionally puts their foot on the ball and freezes the ball, will result in possession being given to the opposing team at half behind the yellow line.

40) DELAY OF GAME:

-A minor penalty will be given by any player or goalie who, with his stick, foot or hand, shoots the ball out of the game by intentionally throwing, shooting or striking it. (that is, deliberately and unequivocally – a high shot). A player that shoots the ball from the other end of the surface and the ball clears over the net will be given a delay of game penalty.

-A minor penalty will be imposed on any player or goalie who deliberately moves the net from its normal position.

-If the net is deliberately moved by the goalie while a player is on a breakaway, a penalty shot will be awarded to the non-offending team. This shot will be made by the last player who had the ball.

-The referee will give a bench minor to a team that takes too long to make a change. A warning must be given to the team captain before imposing a first penalty for this penalty.

-A player who leaves his bench to discuss with the referee without staying on the surface for the resumption of the game will receive a minor penalty for delaying the game.

 41) BALL IN THE CREASE INFRACTIONS:

  1. (a) A minor penalty for taking or freezing the ball shall be given to any player, except the goalie, whom deliberately falls on the ball or brings the ball back under his body, in order to stop the play.
  2. (b) A minor penalty for delaying play shall be imposed on a goalie who freezes or attempts to freeze the ball outside their crease. The referees will decide a reasonable area that the goalie is allowed to freeze the ball in and will warn the goalie before awarded such a penalty.
  3. c) When the ball is in the goalie crease, a penalty shot will be given when a defensive player: -Falls voluntarily on the ball.

-Brings the ball voluntarily under them.

-Closes their hand on the ball.

– Picks up the ball with their hand closed.

42) FIGHTING:

-Premium hockey group understands that tempers can flare up and things can get heated at times. However, we do not tolerate nor allow any fights in our league. All fights will result in ejections for all parties involved and suspensions for those same parties. The minimum suspension for a fight will be 3 games, however this is a minimum and repeat offender will receive stricter punishments.

43) ATTEMPT TO INJURE:

-A game misconduct and suspension is given to any player who intentionally injures an opponent, referee or a spectator.

44) TRIPPING OR OBSTRUCTIVE FALL:

-A minor penalty will be given to a player who causes an opposing player to fall.

45) 2 FOOT RULE:

-Teams must give a player who is putting the ball back in play, 2 feet of clearance/space for 3 second before attacking.

46) CROSS CHECKING:

-A minor or major penalty will be given based on the degree of violence to the player who gave the cross checking.

A major penalty must be imposed on any player who gives a cross check to an opponent and results in an injury.

47) HITTING:

-We are a no contact league, any and all hits are at minimum punishable by a minor penalty, however a major penalty or ejection will be assessed at the referees discretion in the event of a hit to the head or from behind or in the event of any other type of hit the referee deems dangerous.

48) PUTTING THE BALL BACK IN PLAY

To restart the play, the player in possession of the ball always has three seconds to start the play. During this time, the defensive player cannot less than 2 feet from the player with the ball. and cannot draw the ball. The player putting the ball back in play can go on the referee’s signal.

49) RACIST PROPOSALS

This will be zero tolerance for any racist remarks, a game misconduct and suspension will be imposed on the offending party. A fine of 50$ will be given to the offending parties and must be played before they can return to play in the league.

50) BENCH CLEARING

No player may leave the players’ bench or penalty bench at ANY TIME during a fight/altercation on the surface, or for the purpose of starting a fight. This will result in a suspension for every player that left the players’ bench/penalty box during the altercation/fight.

51) PULLING YOUR GOALIE

-You may pull your goalie for an extra attacker at any point during the game.

52) TIE BREAKERS

In the event of a tie in the standings at the end of the season, ties will be broken as follows:

1 – # of wins

2- Most regulation wins

3 – Fewest regulation losses

4 – Goal differential

5 – Head to Head between the tied teams

6 – Lower goals against

7 – Higher goals for

53) RANKINGS

Every captain must ensure their whole roster of players has made a passport / account on cotesdekhockey.com. Every player will be provided a ranking after playing 2-3 games in the season. The captain of each team is responsible for fielding a team that is in accordance with the rankings of Hockey QC & Dek Hockey Kirkland.

In the event a player who is not ranked by Cotes Dek Hokey, wishes to play in our league: they will be allowed to substitute for a maximum of 2 games. Anything over 2 games, they will need to make a Cotes Dek Hockey passport to continue playing.

If a team is found to have been over the cap, the game is forfeit against them. Should both teams been found guilty, a tie will be given.

54) COMPLAINT PROCEDURE

As much as we hate to admit it, sadly it will occur that a team or player will be too strong for X caliber. In the event this happens, the procedure and consequences are as follows:

  • a formal complaint must be emailed to the league
  • after further investigation the league will reach a verdict and let the captain know.

In the event the that a player or team is found to be too strong for the caliber, the team/player will be informed that they alter the competitive balance of the league in a severe and negative manner.

-The team/player will be given this single choice on the following courses of action:

  • The team captain may choose to remove the player in question or remove players and replace them with players of that caliber that will make them less dominant and bring them in line with the caliber.

55) SUSPENSIONS:

Suspensions will be served in the same division it occurred in. In the event, the suspension crosses with a new season and the player is no longer playing in that division, the suspension will carry over to the team the player is playing with in the new season.
